I understand now my mistake, in first I have installed plugin without sudo and forget this install and not upgraded this version.. 

For me I think which is better to install python environment for plugin in user in .local directory instead in /usr/local/lib/python3.5/ for Gnu/Linux users.

Run qet_tb_generator is not easy and no time, but I tried to install qet_tb_generator directly in QET, now work on Gnu/Linux :

For MS Windows in the past you have already installed python.
Enter cmd  for run terminal and paste this command line

pip3 install pyqt5

Now run QET_TB_maker_0.5.py    
Is run perfect on MS Windows too, thanks Unalcalde.

Add signal to refresh folio label in panel tree view when user change
folio label in titleBlock property

Bug fix :quand on travaille en mode label de folio, le panel projet prend maintenant en compte à la volée, les changements de label folio (rev : 4643).
