On Ubuntu 14.04LTS, after some system update, the elements collection went missing nomicons/blink

you have obviously updated QElectroTech to a newer version too.
The element collection is now in a dedicated panel you can active it this way:

thank you just found the collections window undocked and hidden behind main window nomicons/sad

You could detach and move all docks in other screen/monitor if you want, like this:
